Deputy Prime Minister Gowin indicates the pillars of the Constitution for Science

– Increasing the autonomy of the university, replacing donations with subsidies, strengthening the rector’s position, treating the university as a single body, not a loose federation of faculties, selecting research universities, new evaluation rules, linking the power to award academic degrees with real scientific achievements, replacing inefficient PhD programs with interdisciplinary PhD programs. These solutions are essential for the new law – said Deputy Prime Minister Jarosław Gowin.

The Minister of Science and Higher Education revealed that the cost of consulting the Constitution for Science amounted to over PLN 5 million. They were the largest consultations after 1989. About 7,000 people took part in them. They lasted two years and were recognized as a model consultation by the European Commission.

– Effective communication on such a scale required resources, but every Polish zloty was spent for the right purpose. Expenditures on the implementation of the act include primarily the cost of trainings, awaited by the academic community and they are completely covered from the PO WER project – explained Deputy Prime Minister Gowin.
