Deputy PM Gowin: Some scholars remain unconvinced about the reform

28.02.2018

– The Act on Higher Education was discussed with the academic community. It is targeted for 7 years to be implemented. The last part will come into force only in 2025. Universities will have enough time – said Jarosław Gowin – Deputy Prime Minister and Minister of Science and Higher Education in an interview with Radio Krakow.

– There will be no consensus, because they will be unconvinced about this reform. However, I am convinced that we will find such solutions, for which the majority of the party PiS will vote in favor- he added.

Deputy Prime Minister Jaroslaw Gowin also referred to the fears of the Ministry of Finance regarding the costs of introducing a new law. According to the head of the Ministry of Science, it is normal that the Ministry of Finance says that the budget is limited.

– In the expenditures, planned for the next year, there are funds for all purposes of our reform. But there is no money to offer pay rises for professors, who earn on average over PLN 10,000. The national drama are PhD salaries. The doctors earn 3,500 – 3,800 PLN gross. Many of them will leave education or emigrate. In this matter, I am not able to make decisions. The Ministry of Finance is also not. There must be a government discussion on this subject – explained Deputy Prime Minister.
