Przemysław Czarnek, the minister of education and science, prepared a draft regulation on the establishment of the Government Plenipotentiary for the Development and Internationalization of Education and Science. That initiative was included into the list of legislative and program works of the Council of Ministers.

One of the main tasks of the Plenipotentiary is to coordinate activities for the development and maintenance of bilateral and multilateral cooperation with foreign countries in scientific activities conducted in the higher education and science system, including activities aimed at strengthening the internationalization of science.

The task of the Plenipotentiary will also be to monitor and coordinate matters related to scientific activity resulting from Poland’s participation in international organizations and institutions, and to strengthen and coordinate activities in the field of promoting science allowing the use of Polish achievements and scientific potential to build international relations and create the image of Poland as a country of great scientific activities.
