The Act, as proposed by the Ministry of Science, is to be operational from October 1, 2018. It has been the first comprehensive reform of science and higher education for over 12 years.
All the work on the bill was not typical. The Ministry of Science organized a competition in May 2016. The three winning research teams prepared the draft reform assumptions. These documents then became the starting point for discussion in the academic environment. Currently, after the adoption of the Constitution for Science by the government, Deputy Prime Minister Jarosław Gowin is planning to organize a public hearing of the bill.
